What Is Charter Review—and Why Does It Matter?

The Pierce County Charter is like our county’s constitution. It outlines how local government works—how decisions are made, who makes them, and how we hold leaders accountable.

Every 4 to 10 years, voters elect a group of citizens to serve on the Charter Review Commission to take a close look at this foundational document. Their job? To listen to the public, examine what’s working, identify what’s not, and propose changes to improve transparency, fairness, and how responsive county government is to the people it serves.

In a time when our communities are facing real challenges—like public safety, housing affordability, and trust in government—this review is more important than ever. It’s our chance to strengthen the systems we rely on and make sure they reflect the values, needs, and voices of Pierce County residents today.

Elected Officials

Jani Hitchen - Elected in November 2020, Jani Hitchen represents District 6—including Steilacoom, Lakewood, Parkland, DuPont, JBLM, and neighboring communities—on the Pierce County Council, where she currently serves as Council Chair for 2025. A former science and technology educator in the Clover Park and Bethel school districts, she brings over 20 years of experience in public education and labor advocacy to her public service role. Jani chairs both the Health & Human Services Committee and the Public Safety Committee, and has been appointed to key regional bodies, including Tacoma–Pierce County Health Board Vice-Chair and the Missing & Murdered Indigenous Women Task Force. Known for her empathy-driven leadership and focus on youth, behavioral health, public safety, veterans, and environmental issues, she is widely regarded as a fierce community advocate and trusted county leader.

T’wina Nobles - Senator T’wina Nobles represents Washington’s 28th Legislative District—which includes Lakewood, Steilacoom, DuPont, and JBLM—with distinction, having been sworn in in 2021 as the first Black senator in the district in a decade. A former high school teacher and University Place School Board member, she brings over 20 years of educational and community leadership to her work and currently chairs the Higher Education & Workforce Development Committee while vice chairing the K-12 Education Committee. As a legislative leader, she has championed equity in education, access to broadband, early learning, foster care, mental health, affordable housing, and environmental justice.

Mari Leavitt - Representative Mari Leavitt has served Washington’s 28th Legislative District, including Lakewood, since 2019, currently holding the leadership role of Deputy Majority Whip in the State House. A former human services administrator and longtime college educator, she holds a BA and MEd from Western Washington University and a PhD in Community College Leadership from Oregon State University. Mari champions veterans, families, affordable housing, higher education, and workforce development as co-chair of the Joint Committee on Military & Veterans Affairs and member of the Capital Budget, Housing, and Higher Education & Workforce committees. With deep ties to Lakewood and University Place, she brings an expert voice on education and public service grounded in local experience and community commitment.

Elizabeth Grasher - Liz is a committed Steilacoom community leader and licensed mental health professional (LMFT & LMHC), serving on the Town Council since 2021 after years on the Planning Commission. With deep local roots—including generational ties to JBLM and Anderson Island—she was honored as Steilacoom’s 2024 Citizen of the Year for her extensive civic contributions. Liz actively volunteers across local organizations, from historical preservation and library support to behavioral health advocacy and Little Free Libraries and also teaches as an adjunct psychology professor at Saint Martin’s University. Her dedication to community empowerment, mental health, and thoughtful governance make her an inspiring and impactful leader.

Mary Moss- Mary serves as the City of Lakewood Deputy Mayor, reflecting over a decade of leadership in local governance. With a 36-year career at Harborstone Credit Union, she retired as Community Relations Manager in 2013 and has been recognized for her civic dedication—most recently being inducted into the JBLM Civilian Hall of Fame. As president of the Lakewood Multicultural Coalition and liaison to key community initiatives, she champions connection across the city. 

Servant-Leaders of the Community

JoEthel Smith - A lifelong Lakewood resident and respected former educator, JoEthel Smith has spent decades uplifting her community through service, mentorship, and tireless advocacy. She played an instrumental role in local civil rights history, breaking barriers and opening doors for future generations. JoEthel is known for her steady leadership, warm spirit, and unwavering commitment to unity, education, and inclusion.

Andrea “Andie” Gernon
Andrea “Andie” Gernon has dedicated more than 25 years to improving the lives of youth and families across Lakewood through extraordinary civic engagement and collaboration. She was instrumental in founding Communities In Schools of Lakewood, an organization devoted to helping students stay in school, graduate, and thrive. A key figure in the campaign to incorporate the City of Lakewood in 1996, Andie also co-founded Lakewood’s Promise in partnership with Dr. Claudia Thomas, bringing a national youth-support initiative to the city. Through her leadership on Lakewood’s Promise Advisory Board and Community Collaboration Council, she championed the “Five Promises” to young people—helping Lakewood gain national recognition as one of America’s 100 Best Communities for Young People. Andie continues to be a respected leader and compassionate force for positive change, connecting schools, the military, local businesses, and service organizations for the good of the entire community.

Dr. Marty Schafer - Dr. Marty Schafer has been a longstanding and respected member of the Clover Park School Board since his appointment in 2005 and has served seven terms, including multiple years as board president. A lifelong Lakewood area resident of over 20 years, he holds a BA in urban planning and a doctorate in ministry leadership. He is deeply involved as a mentor and volunteer.

Marcy Schafer - Marcy Schafer is a newly-retired teacher and coach within the Clover Park School District, where she positively impacted students through mentorship and education. Known for her compassionate work, she has supported programs like the Ignite Mentoring initiative—earning admiration from students for guiding them toward leadership and academic success. She continues as an active volunteer in her church and community.

Steve & Ruth Pierce - Steve Pierce and Ruth are well-respected residents of Steilacoom and active community volunteers, known for hosting meet-and-greets and engaging neighbors on local issues. They have been recognized as regular supporters and contributors in civic endorsements, demonstrating a genuine commitment to the town and its well-being. Their hands-on involvement and willingness to listen and act make them trusted pillars of our community.

Cheri and Mike Arkel - Cheri and Mike Arkel are longtime Lakewood residents who dedicated their careers to education as beloved teachers in the Clover Park School District. Since retiring, they’ve remained active volunteers—supporting initiatives that benefit youth and serve all members of the local community. Their lifelong commitment to education and service continues to make a lasting impact.

Robert DeGrouchy - Robert DeGrouchy is passionate about equity in education. He has championed inclusive financial literacy, earned a FEPPP fellowship, and represents middle-school teachers on the FEPPP Executive Committee. Bobby’s dedication to student empowerment and community engagement makes him an inspiring pillar of the Steilacoom and Lakewood educational landscapes.

Miriam Robinson - Miriam Robinson is a dedicated lead educator and student advocate at Dr. Claudia Thomas Middle School in Lakewood, with a passion for empowering youth to succeed. She consistently steps up to support initiatives that promote student growth and well-being, and is known for being a champion for youth.

Jenee James - As Assistant Executive Director of Education & Special Programs for the Washington Interscholastic Activities Association, Jenee James leads statewide initiatives supporting coaches, debate, drama, music, and more. A CWU graduate and former collegiate athlete, she is known for fostering inclusive culture and advocating for holistic youth development.

Ret. Major David Boyd - Major David Boyd (Ret.) is a former Washington State Patrol leader with a distinguished career in public safety. A long-standing Lakewood resident, he is known for his steady leadership, integrity, and continued civic engagement as a dedicated volunteer.

Melissa Kennedy - Dr. Melissa Kennedy is Co‑Chair and Core Faculty in the Clinical Psychology doctoral program at Antioch University Seattle. She mentors future clinicians through socially just, trauma-informed frameworks and is widely respected for her thoughtful teaching and commitment to equity.

Patrick Kennedy - Dr. Patrick Kennedy is President of the Kiwanis Club of Steilacoom and a dedicated community leader. He has led events like Winter Winefest and fundraising efforts for youth services across Steilacoom, DuPont, and JBLM.

Bob Whitney - Bob Whitney is a retired Rear Admiral and former Acting U.S. Surgeon General with 34 years of service in the Army and Public Health Service. He remains a committed community advocate in Washington.

Dr. Beth Whitney-Teeple - Beth is a retired Air Force officer with a PhD in Health Policy and Bioethics and over two decades of experience in health policy consulting. She continues her civic leadership as a member of the Steilacoom Public Safety Advisory Committee and the Pierce County Force Investigative Team.

Teri Rideout - Teri Rideout is a retired attorney and long-time Steilacoom resident known for her principled advocacy in workers' compensation and family law. She continues to support civic campaigns and community causes with integrity and empathy.

Tom McAvoy - Tom McAvoy is a retired dentist who served the Steilacoom community through his dental office in the heart of the town. Tom, known for dependable care, has a legacy that underscores his dedication to community well-being.

Jonathan Harris - Retired Chief Master Sergeant Jonathan Harris served in the U.S. Air Force’s 446th Airlift Wing and continues to volunteer actively in Steilacoom. He is a dedicated civic advocate and mentor.

Helen Lynch & Steve Wilson - Helen and Steve are long-standing Steilacoom residents and behind-the-scenes volunteers. Helen is a retired educator; Steve, a retired surveyor. Together, they enrich the community through caring support and quiet leadership.

Debbie & Don Gipson - Debbie and Don Gipson are devoted Steilacoom residents and advocates for individuals facing mental health challenges. Their generosity and behind-the-scenes service continue to uplift countless community members.

Darby & Angela Brooks - Darby Brooks is a locally owned home inspector and small business entrepreneur whose professionalism and integrity are well respected across Lakewood. Beyond his business, he is an avid community volunteer—coaching youth sports, supporting local events, and non-profit organizations in our area. Darby’s deep commitment to quality, youth enrichment, and community engagement makes him a trusted and essential pillar in our town.  Angela is a long-serving school administrator with a reputation for strong leadership and dedication to student success, she has overseen academic and disciplinary initiatives across multiple schools. Angela’s steadfast support for educators and learners reflects her deep commitment to fostering growth and equity throughout the community.

Shartrice & Darwin Peters - Darwin Peters II and his wife Shartrice Peters are celebrated Lakewood community leaders and youth mentors, honored as “Hidden Heroes” by the City of Lakewood for their extensive work with youth athletics and mentorship Darwin, an Army veteran, founded and coaches the Smooth Transitions Track Club, leads girls’ track & field at Clover Park High School, is an educator at Harrison Preparatory School. Shartrice has over 20 years of coaching experience across gymnastics, cheer, and track & field, nurturing young athletes. She believes that “every child has greatness within them.” Together, their inspiring leadership, dedication, and empowerment of youth have made a lasting impact throughout the Lakewood community

Pam and Paris Bridges - Pamela “Pam” Bridges is an educator and dedicated volunteer in Lakewood, well regarded for her mentorship and outreach expertise. Together with her husband Paris, they have long supported local arts and empowerment—evidenced by their daughter J'nai’s success in the Lyric Opera of Chicago, reflecting a family culture that deeply values youth development and community support. As small business owners and active volunteers, Pam and Paris embody leadership, compassion, and unwavering commitment to nurturing Lakewood’s future generations.

Dr. Kathy Weymiller - Dr. Kathy Weymiller has served as Principal of Custer Elementary in the Clover Park School District since 2019, marking her 7th year in this leadership role and spanning 40 years in education overall Under her guidance, Custer was named “Best in the South Sound 2025” by South Sound Magazine, reflecting the strong, inclusive school culture she promotes—“a small school with a big heart where every student belongs to every adult”. A proud Custer Cougar and mother of three, Kathy champions diversity, equity, kindness, punctuality, and community in every classroom and staff collaboration Her warm, community-first leadership continues to drive student success and a sense of belonging across Lakewood.

Megan Qualls - Megan is serving as a long-standing principal at Dower Elementary in the Clover Park School District, marking a decade of transformative leadership in Lakewood She fosters a culture of belonging—as a “Kids at Hope” school, Dower focuses on academic excellence, social–emotional well‑being, and student voice, and hands‑on initiatives like the Golden Ticket lunch with the principal and a Dragon Lounge Known for her passionate advocacy, she believes in creating “a family” environment where “every kid … knows they belong” and is guided toward an incredible future.. Megan’s dedication to inclusive leadership and student empowerment continues to shape Dower into a supportive and inspiring learning community.

Willie Stewart
Willie Stewart is a trailblazing educator, mentor, and civic leader whose legacy has profoundly shaped generations across the South Sound. Starting as Tacoma’s first Black male teacher, he became a beloved principal, assistant superintendent, school board member, and retired after 36 years of service in Tacoma Public Schools—his dedication highlighted by the naming of the Willie Stewart Academy in his honor. Beyond education, Willie has served as Lt. Governor of Kiwanis West Pierce County Division and Vice President of the Kiwanis Club of Tacoma, leading community service and scholarship programs for youth. Known for deep compassion, unwavering high standards, and commitment to at-risk youth, Mr. Stewart’s lifelong mission continues to empower students through mentorship, equity, and community partnership.

Bett Absher - Bett Absher is a retired school office administrator and support staff member who served faithfully in the Clover Park School District, known for being a steady and compassionate presence behind the scenes. Her quiet leadership and commitment helped create welcoming spaces where students and families felt supported and valued. In retirement, Bett continues to shine as a small business owner and community advocate—offering caring support to those around her and investing her time and talents into making Lakewood a better place for all. Her kindness, work ethic, and generous spirit make her a beloved and respected figure in the community.

Kimi Irene Ginn
Kimi Ginn is a community leader, educator, and CEO of Vibrant Schools of Puget Sound, bringing over four decades of experience in multicultural education consulting ([turn0search8]), [turn0search9]. She serves on the board of the Lakewood Multicultural Coalition—actively supporting local diversity, arts partnerships, and civic leadership initiatives—and was honored alongside the LMCC President for her contributions to community inclusion ([turn0search0], [turn0search1]). As a recipient of Washington’s MLK and WASA regional community leadership awards, Kimi’s advocacy centers on closing opportunity gaps and empowering students, families, and educators across the South Sound ([turn0search3], [turn0search8])

Carole Jacobs
Carole Jacobs served six terms on the Clover Park School District Board (District 2), including multiple years as board president, representing Lakewood for over 20 years A proud Custer/former substitute teacher and Western Washington University graduate, she championed equity initiatives such as Closing the Achievement Gap and worked tirelessly to ensure all students had equal educational opportunities. Married with three children who also graduated from Clover Park schools, Carole's enduring leadership and passion for public education have made her a respected advocate and pillar in our community

Diane Formosa
Diane is the founder and director of Caring for Kids, a Lakewood-based nonprofit she launched over 45 years ago after noticing a child in need on her school bus. Under her leadership, the organization has supplied tens of thousands of students in the Clover Park, Steilacoom, and University Place school districts with clothing, school supplies, shoes, meals, and holiday gifts—ensuring children arrive at school healthy, happy, and ready to learn.

Doris McEwen
Dr. Doris McEwen, Ph.D., served a transformative seven-year tenure as Superintendent of Clover Park School District in Lakewood, becoming the first—and for many years, only—African American female superintendent in Washington State. Under her leadership, student achievement and district culture saw dramatic improvement, guided by her unwavering commitment to equity and excellence.  With over 40 years in education, including roles as high school principal, district administrator, and university educator, she now leads McEwen Education Consulting & Curriculum Auditing and mentors educational leaders nationwide. A nationally recognized speaker and thought partner on closing achievement gaps, Dr. McEwen’s legacy continues to inspire inclusive leadership and student success throughout our community and beyond.
